JOB TITLE: FINANCE & OPERATIONS MANAGER

HOURS OF WORK: * hrs a week with occasional
weekend and evening work required.

LOCATION: Based in Dublin’s South West Inner City (The Liberties)
with potential for hybrid working.

BACKGROUND TO THE ROLE

Solas Project is seeking to recruit an experienced and dynamic Finance
& Operations Manager to its leadership team. This is a busy role
managing a broad range of areas – Finance, Funding, HR, Governance,
Facilities and Health & Safety.

The Finance & Operations Manager will report directly to the CEO and
work closely with the Leadership Team and Solas Project’s Board of
Trustees. They will manage the Finance & Support team of five part
time staff including finance, admin and maintenance staff. This role
also requires working closely with all teams across the organisation.

THE SUCCESSFUL APPLICANT DOES NOT REQUIRE EXPERTISE IN ALL OF THE
AREAS LISTED, BUT RATHER AN ABILITY TO OVERSEE THESE FUNCTIONS AND TO
WORK WITHIN A MULTI-DISCIPLINARY TEAM. Applicants with a variety of
experiences and qualifications will be considered.

ROLE REQUIREMENTS

ESSENTIAL:

* Third level qualification in a related field – Accountancy, HR,
Business, Management.
* At least 5 years’ experience of general management or HR
management.
* Proven experience of leading, managing and developing a
multi-disciplinary team.
* Experience of financial planning, managing organisational budgets
and forecasting.
* Ability to think strategically, and to formulate and implement
strategic initiatives in the areas of HR and funding, while equally
comfortable in resolving operational issues.
* Experience in governance and compliance, ideally in the Irish
Charities sector.
* Excellent administration skills and attention to detail with a
thorough knowledge of MS office suite
* Highly developed interpersonal skills and strong verbal and
written communication skills.
* Ability to work on own initiative, be self-motivated and flexible,
ability to meet deadlines in a busy role.
* Passionate about the work of Solas Project and committed to its
vision and values.

DESIRABLE:

* Knowledge and experience of the Irish non-profit sector including
experience of working with boards.
* Understanding and experience of the financial requirements of
statutory funders and of managing relationships with both statutory
and non-statutory funders.
* Experience in facilities management and managing Health and Safety
requirements.
* In-depth knowledge of data protection requirements.
* Knowledge and experience of implementing Health and Safety policy
and practices.

ROLE RESPONSIBILITIES

(Please note: These tasks will be undertaken with the support of the
Finance & Support Team)

ORGANISATIONAL LEADERSHIP

* Lead the Finance & Support team to support effective and efficient
delivery of programmes.
* Contribute to organisational strategy and decision-making
including working together with the Board and Leadership team to
deliver on Solas Projects’ Strategic Plan *.
* Nurture good relationships between Solas Project teams,
coordination of work and promote cross team collaboration.
* Represent Solas Project ‘s values and professional standards at
events, networks, meetings as required.

FINANCIAL MANAGEMENT

* Development and oversight of organisational and programme budgets,
including supporting the Leadership team with projections and
financial planning for their programmes.
* Monitor cashflow and produce regular management accounts.
* Oversight of accurate bookkeeping, performing regular checks and
reviews with team members.
* Oversee and manage implementation and compliance of organisational
spending processes.
* Oversight of monthly/weekly payroll, capturing regular programme
changes.
* Manage online banking, authorise payments, staff permissions
levels protect anti-fraud measures.
* Prepare for Annual Audit including accruals, deferrals and working
towards SORP compliance with auditors.
* Ensure tax compliance and manage donor tax refund.
* Develop and review Finance policies and procedures as required.

FUNDING SUPPORT

* Oversight of statutory funding applications, drawdowns and reports
with support of Programme Managers.
* Prepare and collaborate with colleagues for non-statutory funding
reports and invoicing.
* Support on non-statutory funding applications and reports in
regarding finance and budgets.
* Apply for grants for non-programme expenses eg. capital costs.
* Support fundraising events through planning and attendance when
required.
* Build and maintain relationships with funders, donors and
corporate partners with others on the Leadership team.

HR

* Produce Staff Contracts & oversee renewals, additions or reduction
to working hours.
* Oversee staff leave (eg. annual leave, maternity, sick leave) and
taking corrective actions where necessary.
* Oversight of recruitment process, ensure alignment to equality
legislation and consistency.
* Oversight of induction process and liaise with line managers.
* Develop and review HR policies and procedures, offering
suggestions and alternative methods.
* Liaise with Adare HR Support for specific staff issues.

GOVERNANCE

* Implement governance requirements from the Charities Regulator as
directed by the Board, including participation in governance
subcommittee.
* Ensure timely annual reporting to Charities Regulator and
Companies Office and updates as required.
* Oversee governance in other areas eg. SLA’s with funders.
* Provide support to Board as required including circulating
paperwork and arranging meetings.

FACILITIES

* Responsibility for maintenance of all Solas Project premises
including oversight of cleaner and caretaker.
* Oversee Lease/Licence agreements for all premises.
* Oversight of all utilities across premises (eg. landlines,
internet, electricity, gas, bins, printers)
* Ensure annual review of all premises including appropriate
furniture, flooring, equipment, paint work etc.
* Oversight of Vehicles including maintenance, annual CVRT, tax and
insurance.
* Seek out new premises opportunities with the support of Leadership
Team as required.

COMPLIANCE & HEALTH AND SAFETY

* Oversight of Insurance including ongoing reviews and regular
communication with insurers.
* Data Protection compliance including regular reviews of data for
disposal.
* Oversee and appoint ICT Contract and internal support (PCs,
Outlook, Sharepoint, phones, photocopier)
* Oversight of Solas Project policies database, ensuring reviews
take place as required.
* Ensure up to date Health and Safety Policies and practices across
all venues including regular reviews.
* Oversight of fire safety including organising and performing Fire
Drills

GENERAL SOLAS PROJECT RESPONSIBILITIES:

* Be familiar with and abide by the organisation’s policies and
procedures, including child protection and health and safety
guidelines.
* Assist with the running of any of the other project’s programmes
or activities as required.
* Engage in training and development opportunities and actively
engage with supervision process.
* Contribute to the wider strategic development of the project by
playing an active role.
* Ensure that the vision and values of the project are reflected in
a consistent manner in all activities.

SOLAS PROJECT YOUTH WORK APPROACH

SOLAS PROJECT WORKS FROM A YOUTH WORK APPROACH WHICH INCLUDES:

LONG- TERM CONSISTENT INTERVENTION - Solas Project provides consistent
long-term intervention to high-risk young people beginning age 5 and
continuing into their mid *s. Ideally, a young
person moves from one programme to the next receiving continuous
support.

TARGET MOST IN NEED – Solas Project targets and prioritises support
for those most in need across all of our programmes. This includes
working closely with schools, family support and other community
services to ensure those most in need are supported.

RELENTLESS OUTREACH & DETACHED YOUTH WORK – Solas Project
persistently targets and pursues young people on an ongoing basis, we
do not give up on young people. This includes engaging with young
people in their own environment through street work and detached youth
work.

ONE TO ONE AND GROUP WORK – we recognise the distinct value of both
one-to-one work with a young people and engage in them in group work.

relationship with a trusted adult and can engage positively with their
peers.
